Accra – The University of Education, Winneba (UEW) has responded to a Right to Information (RTI) request filed by Mr.  Kwame Simpe Ofori, providing a detailed account of the promotion process for Associate Professor Ahmed Jinapor Abdulai.

In a letter dated 7 November 2025, Registrar Mrs Ekua Abedi‑Boafo outlined the university’s criteria for academic advancement and the timeline of Abdulai’s career. The key points are:

– Promotion criteria – To be promoted from Lecturer to Senior Lecturer, an applicant must submit five publications, at least one in an international outlet. For Senior Lecturer to Associate Professor, seven publications are required, with two internationally published.

– Dates of application and promotion – Abdulai applied for promotion to Associate Professor on 11 April 2017. The effective date of the promotion was 11 April 2017, with final approval by the Governing Council on 12 September 2022.

– Evaluation process – The application was sent to three external assessors. Two reports were positive, one negative. The Appointments and Promotions Board initially rejected the application on 10 May 2019 but reversed its decision after an appeal, recommending promotion on 13 May 2022.

– Name change – The academic was originally appointed as Ahmed Murtala Abdulai. A gazetted name change to Ahmed Jinapor Abdulai was recorded on 2 March 2017 and reflected in university records.

– Certificate validation – UEW said it holds no documentary evidence that Abdulai’s foreign academic certificates (MA and Ed.D.) were validated by the Ghana Tertiary Education Commission (GTEC) or its predecessor, the National Accreditation Board, noting that such validation was not a requirement at the time of his recruitment.

The university’s response, attached as Appendix II, also lists the publications Abdulai submitted in support of his promotions.

Mr Ofori’s RTI request, dated 27 October 2025, sought clarification on the promotion process and the status of Abdulai’s academic credentials. UEW’s reply fulfills the obligations under the Right to Information Act, 2019 (Act 989).

The Registrar’s letter was copied to the Minister for Education, the Chairman of the UEW Governing Council, and other relevant officials.

The release of these details comes amid heightened public interest in academic promotions and credential verification within Ghana’s higher‑education sector. Further updates will be provided as the university’s response is reviewed by stakeholders.
