Koforidua Technical University Faces 90‑Day Deadline to Repay GH¢800,000 Salary Irregularities

The Public Accounts Committee (PAC) has slammed Koforidua Technical University (KTU) with a 90‑day ultimatum: recover the GH¢800,000 paid to five staff members who were absent from duty for nearly two years, or the university’s senior managers will be held personally liable for the loss.

According to the Auditor‑General’s report, the five lecturers continued to draw salaries despite being on unapproved study leave or living abroad. So far, KTU has managed to claw back less than GH¢20,000 of the total amount  ¹. PAC Deputy Chairman Samuel Atta Mills described the situation as “planned chaos” and warned that the money—government funds—must be returned within three months, or the officials will face a personal surcharge.

Appearing before the Committee on Thursday, November 6, 2025, Pro Vice‑Chancellor Professor Richard Ohene Asiedu acknowledged the university’s attempts to locate the absent staff, some of whom are on partial study leave or have left the institution. “We will make it easier for you. We want you to collect these monies in 90 days. However you do it, with all your lapses and everything — you have guarantors out there. Within 90 days, we want our money,” he told the Committee.

The PAC’s stern response underscores growing frustration with weak internal controls at Ghana’s technical universities. Earlier this year, the Auditor‑General flagged KTU as the biggest offender among nine institutions, with payroll irregularities accounting for a GH¢21 million shortfall.

If KTU fails to meet the deadline, the university’s management could be personally surcharged for the unrecovered sum, a move that would send a clear message about accountability in public‑sector payroll management.
