Public Accounts Committee Recommends Prosecution of ECG Staff Over GH¢180 Million Budget Overrun

Accra, Ghana – The Public Accounts Committee (PAC) of Ghana’s Parliament has recommended the prosecution of staff members of the Electricity Company of Ghana (ECG) over an unapproved GH¢180 million budget overrun in 2023.

According to an Auditor-General’s Report, ECG exceeded spending on 13 budget lines without board approval, leading to the massive overrun. The report has sparked outrage and calls for accountability from the public and government officials.

The ECG’s financial woes are not new, with the company recently facing scrutiny over a controversial GH¢259 million claim from Hubtel for services rendered. The deal has been mired in controversy, with allegations of impropriety and excessive costs.

In March 2025, the Minister of Energy and Green Transition, John Abdulai Jinapor, announced a reduction in ECG’s budget allocation from GH¢500 million to GH¢250 million, citing the need to prioritize debt payments to power producers and safeguard the energy sector.

The PAC’s recommendation for prosecution is a significant step towards holding ECG officials accountable for their actions. The committee’s chairperson, along with other members, has been working tirelessly to ensure that public funds are used efficiently and effectively.

This development comes on the heels of Speaker of Parliament Alban Bagbin’s announcement that the PAC saved Ghana over GH¢278 million through its due diligence over public sector institutions at the end of 2024. The Speaker emphasized the importance of accountability and transparency in governance.

The prosecution of ECG staff members would serve as a deterrent to other public officials who engage in similar practices, underscoring the government’s commitment to fighting corruption and ensuring accountability in the management of public funds.
