In a bold move to combat corruption, Hon. Emmanuel Kwesi Lawer, District Chief Executive for Upper Manya Krobo District Assembly, has recovered GH¢67,900 allegedly embezzled by three top officials. The officials, including the District Finance Officer, Accounts Officer, and Revenue Superintendent, were accused of misappropriating Internally Generated Funds (IGF) from late 2024 to early 2025 ¹.
The Incident
The DCE, who assumed office barely two months ago, uncovered financial discrepancies in the Assembly’s finances during an internal audit and initiated an investigation. On July 15, 2025, he summoned the three implicated officers to his office for questioning, requesting the submission of three General Counterfoil Receipt (GCR) booklets suspected to be linked to the missing funds. When the District Finance Officer refused to comply, the DCE locked them in his office and called in the police.
Recovery of Funds
The swift intervention led to the immediate recovery of the embezzled funds:
– Revenue Superintendent: refunded GH¢5,800
– Accounts Officer: returned GH¢27,600
– District Finance Officer: withdrew GH¢34,500 from his personal account in Koforidua under police escort
The recovered amount has been paid into the Assembly’s main account.
DCE’s Commitment to Transparency
Hon. Emmanuel Kwesi Lawer reaffirmed his administration’s commitment to transparency and accountability, pledging zero tolerance for corruption. He announced plans for a comprehensive audit to uncover and recover any further losses, stating, “We will not tolerate any form of financial misconduct under my leadership.” The police are still conducting investigations into the matter.
