Ghana’s 2026 Budget has sparked debate over the government’s infrastructure priorities, particularly regarding the Accra-Kumasi road network. The government has announced plans to construct a 198.7-kilometer, six-lane expressway connecting Accra to Kumasi, with an estimated cost and expected completion date not specified in the budget statement.
Critics are questioning why the government is prioritizing the expressway over completing the dualization of the existing Accra-Kumasi highway, which is already underway. The dualization project involves constructing four major by-passes, including Osino, Anyinam, Enyiresi, and Konongo, with eight local contractors working on the project.
Another point of contention is the lack of emphasis on rail infrastructure between Accra and Kumasi. However, Finance Minister Dr. Cassiel Ato Forson announced that the government has secured financing for the 300-kilometer Eastern Railway Line from Accra to Kumasi, with work set to begin in 2026. This project is expected to reduce transport costs, support mining, and enhance connectivity between inland production zones and ports.
The Accra-Kumasi Expressway is expected to:
– Reduce Travel Time: Halve the current travel time between Accra and Kumasi
– Cut Transport Costs: Decrease transport costs by nearly 40%
– Create Jobs: Generate over 30,000 direct and indirect jobs during construction
– Stimulate Economic Growth: Open up trade corridors and power inclusive growth
The government has assured that the expressway will feature eight major interchanges, three major bridges, and four full-service areas, with two ultra-modern, 20-lane automated toll plazas.
